NCCCO Signal Person Certification

Effective November 2010, OSHA requires a signal person be present whenever the point of operation is not in full view of the operator, when the operator’s view is obstructed in the direction the equipment is traveling or because of site specific safety concerns. (OSHA 1926.1419)

The Department of Labor estimates that there are as many as 82 fatalities annually associated with cranes. Experts say that most crane accidents are due to wind or operator error. The use of a signal person can significantly reduce the likelihood of an accident associated with crane use.

Total Equipment Training offers the National Commission for the Certification of Crane Operators (NCCCO) Signal Person training and testing. Certification from the NCCCO provides the signal person with documentation that can be relied on no matter where they work. The license is portable and not site specific. The NCCCO is accredited by OSHA for Signal Person Certification. Many companies and jobsites require Signal Person Certification through a nationally accredited testing organization.

HAND SIGNALS

  1. Review standard hand signals for mobile cranes (ASME B30.5)
  2. Review standard hand signals for tower cranes (ASME B30.3)
  3. Review how to move the load while remaining visible to the operator
  4. Review how to provide clear and visible hand signals
  5. Understand the importance of keeping in constant communication with the operator

 

VOICE COMMANDS

  1. Review crane dynamics and limitations
  2. Review communication barriers (winds, language, noise interference)
  3. Understand the limitations of equipment used for communications and how to make sure they are in working order
  4. Know the importance of keeping constant communications and understanding with the operator
  5. Understand the terminology – function/direction, speed and/or distance and function/stop
  6. Review how to signal from the operator’s prospective
  7. Know what to do if the operator is not following signals correctly

 

BASIC KNOWLEDGE OF CRANE OPERATIONS

  1. Know basic crane terminology and definitions
  2. Review the effect of size, shape, weight and center of gravity of load being lifted
  3. Understand boom deflection and how to compensate for it
  4. Review the effect a moving load has on a crane
  5. Understand that the boom length, angle and load weight may effect boom deflection
  6. Review the importance of keeping the hoist line vertical when a load is applied
  7. Causes of drift and how to compensate for it
  8. Effects of side loading
  9. Causes and consequences of two blocking
  10. Keeping ground personnel from path of the load
  11. Understand when applying load to the crane that the center of gravity needs to be below the boom tip

 

SITUATIONAL AWARENESS

  1. Pre-lift meeting to review lift requirements with site supervisors/operator/crew
  2. Be able to identify hazards and obstacles
  3. Effects of weather conditions
  4. Know when to use voice or hand signals
  5. Review emergency procedures

 

SAFETY STANDARDS AND REGULATIONS

  1. Review OSHA and ASME standards
  2. Review power line hazards (regulations and safety practices)

 
NCCCO Signal Person Practical Program Outline

A review is made of the two types of scenarios you will be asked to demonstrate while taking the practical examination. Scenario One requires the signal person to watch a crane performing certain functions and then performing the necessary hand or voice signals that matches the function. Scenario Two has the signal person initiating and directing crane movement. The exam is a computerized simulation and the student will be provided with practice exercises similar to the test itself. Emphasis will be on what to expect during the test and understanding the scoring process for a successful outcome.
